This is by no means even remotely ready for public consumption, by the way. There are no style sheets, no grammar checks, no editing. In other words, you might save yourself some pain and go elsewhere for now...
Since Elemental is not the most popular shaman build - and fairly new to Alliance - it is hard to find one good source of information about lower level raiding as an elemental shaman. So as I gear my shaman (please don't call me a shammy, I loathe that term), I'm trying to keep track of links and information I have located in order to help others. Maybe.

Minimum Raiding Requirements
Skill is always greater than gear and game play is the true indicator. But gear does have to be somewhat decent. I'm surprised how many people think that to go to Karazhan, they have to be in epics. No. Raids are where you get epics. Just try to get a few pieces of the dungeon sets or crafted gear. You don't need to go all out with pre-raid gear, just don't assume that any old gear you happened to get along the way will do. Some will, some won't. You should also know a fair amount about your class and try maximize your gear to your spec as your play time allows. That's all anyone can ask for if they're not hardcore.
The following stats are unbuffed although the spell damage can be either across the board damage or just nature damage. If you fall a bit short, as long as your raid group is decent, you will be fine. If you all fall a bit short...well, consider it a learning experience.
For Karazhan & many Heroics
+500 bonus spell dmg
18% spell crit
6500 hp
7500 mana
As close to 16% spell hit (38 rating for Draenei, 51 rating for Horde) as you can be in decent gear

None of these should be taken as proof that you can do anything. You may have gear but if you can't play your class, well, you'll still be awful. And personally, there's little sadder than someone epic'ed out who comes in lower in dps than the tank for no reason (if your job on that boss fight is cc and cc only, don't sweat it).
